A Luxembourgish-Moroccan youth protection specialist and systems leader, Rachid Makra is a Master’s candidate in Education Leadership, Organizations, and Entrepreneurship (ELOE) at the Harvard Graduate School of Education (HGSE). His work focuses on restructuring youth protection systems to transition vulnerable and displaced youth toward sustainable autonomy. Drawing on extensive frontline leadership alongside the Luxembourg Ministry of Education and leading NGOs, he helped pioneer the country’s first emergency accommodation centers for unaccompanied minor refugees, first for girls, then expanding the framework for boys. A certified Anti-Violence & De-Escalation Trainer (AAT/CT) and STEP Parental Coach, he has trained frontline teams and guided families through crisis de-escalation, trauma stabilization, and juvenile crime prevention. Multilingual and an alumnus of SOAS, University of London, Rachid aims to leverage his time at Harvard to bridge state-level policy with ground-level operations to design scalable, trauma-informed educational infrastructure across Europe and beyond.
